    Financial Assistance

    Fisheries Department Haryana provides financial assistance to fish farmers for taking up various activities in fisheries sector. A scheme-wise detail of financial assistance being provided is as under:-

    1. Plan Scheme for intensive Fisheries Development Programme :-

       The main objectives of the scheme are as under:-

    • To create additional water area by excavating new Ponds/renovation of community land for fish culture.
    • To provide technical assistance to fish farmers for sustaining the fish culture in the existing ponds and micro watersheds.
    • To provide financial assistance for Shallow, Deep Tubewell and Aerator.

    Financial Assistance to Fish Farmers under the Plan scheme for the Intensive Fisheries Development Programme given below :-

    • Subsidy will be limited to 40% of the project cost for General Category and 60% of the project cost for SC/ Women Beneficiary.
    3 Subsidy on Inputs
    • Project Cost Rs. 1.50 lakh per Hectare.
    • Subsidy will be limited to 40% of the project cost for General Category and 60% of the project cost for SC/ Women Beneficiary.
    • Maximum limit 4 hectare per beneficiary.
    • Applicable only on Panchayati ponds and Govt. Reservoir.
    4 Subsidy on Insurance Premium for shrimp/fish crop Insurance 50% subsidy on Insurance Premium for shrimp/fish crop insurance.
    5 Subsidy on Renovation of Ponds
    • Project Cost Rs. 2.00 lakh per Hectare.
    • Subsidy will be limited to 40% of the project cost for General Category and 60% of the project cost for SC/ Women Beneficiary.
    • The maximum limit 4 hectare per beneficiary.
    • This benefit will be provided on those ponds which are under aquaculture for past three years or more.
    • Applicable on panchayati ponds/Govt. small reservoirs.
    • Benefit will be provided once in every three years.
    6 Subsidy on loading Auto/four-wheeler/Mini tractor with trolley Subsidy @30% of the actual unit cost or Rs. 2.25 Lakh, whichever is less.

    2. Plan Scheme for Welfare of Scheduled Castes Families in Fisheries Sector :-

       The main objectives of the scheme are to provide full time employment to persons belonging to SC families in fisheries sector:-

    • To raise socio-economic status of SC families by providing financial assistance under different components.
    • To impart training to the SC families for the fish culture and marketing sector.
    • The main of the Scheme is to provide financial assistance to the fish farmer in the shape subsidy for Fish Culture.
    • Under this scheme Department provide subsidy on inputs @ 60% to the fish farmer on inputs (Pelleted feed) with ceiling upto 2 hectare.

    3. Financial Assistance to Fish Farmers under the Plan Scheme Welfare to Scheduled Caste Families in Fisheries Sector is given below :-

    2) Subsidy from 2nd to 5th year lease money 40% of the actual lease amount or Rs. 40,000/hectare whichever is less with the maximum limit of 4 hectare per SC farmer (applicable only on Panchayati Ponds and Govt. Water sheds/Dams).
    3) Subsidy on purchase of fishing nets 60% subsidy on the purchase of fishing nets of amounting to Rs. 40,000/- and maximum limit of grant Rs. 24,000/- per applicant.
    4) Subsidy on Annual Auction of Notified Water 50% subsidy of the actual auctioned amount with maximum limit of Rs. 5,00,000/- whichever is less.
    5) Subsidy on Rehri alongwith (Stove, Gas Chulha, Utensil etc.) for the fish/fish product sale On the purchase of the rehri along with (Stove, Gas Chulha utensil etc.) for the fish/fish product sale 60% subsidy will be provided on total project cost of Rs. 60,000/- or the subsidy amount of Rs. 36,000/- per beneficiary.
    6) Subsidy on Inputs 60% subsidy for the Inputs amounting to Rs. 1,50,000/- or Rs. 90,000/- hectare whichever is less with maximum limit of 4.00 hectare per SC farmers. Applicable on Own land/Panchayati ponds/Govt. reservoir.

    4.Pradhan Mantri Matasya Sampada Yojana :-

    A. Development of Inland Fisheries and Aquaculture

    1.3 Construction of New Grow out Ponds Project Cost Rs. 7.00 lakh per Hectare (Subsidy will be limited to 40% of the project cost for General Category of beneficiaries
    (Ratio 16% SS, 24% CS and 60% BS) and 60% of the project cost for Weaker sections/SC/ST/Women and their co-operatives of beneficiaries
    (Ratio 24% SS, 36% CS, 40% BS)).
    1.4 Inputs for fresh water Aquaculture including Composite fish culture, Scampi, Pangasius, Tilapia etc. Project Cost Rs. 4.00 lakh per Hectare (Subsidy will be limited to 40% of the project cost for General Category of beneficiaries
    (Ratio 16% SS, 24% CS and 60% BS) and 60% of the project cost for Weaker sections/SC/ST/Women and their co-operatives of beneficiaries

    1.5 Construction of New ponds for Saline /Alkaline areas Project Cost Rs. 8.00 lakh per Hectare (Subsidy will be limited to 40% of the project cost for General Category of beneficiaries
    (Ratio 16% SS, 24% CS and 60% BS) and 60% of the project cost for Weaker sections/SC/ST/Women and their co-operatives of beneficiaries
    (Ratio 24% SS, 36% CS, 40% BS)).
    1.6 Inputs for Saline /Alkaline Water Aquaculture Project Cost Rs. 6.00 lakh per Hectare (Subsidy will be limited to 40% of the project cost for General Category of beneficiaries
    (Ratio 16% SS, 24% CS and 60% BS) and 60% of the project cost for Weaker sections/SC/ST/Women and their co-operatives of beneficiaries
    (Ratio 24% SS, 36% CS, 40% BS)).
    B. Development of ornamental and recreational fisheries.

    2 Provision of Polythene lining for the Construction of New ponds for Saline/Alkaline are including Polythene As prescribed by DoF, an additional governmental assistance up to Rs. 2 lakh per ha may be provided to beneficiaries (General/SC/ST/Woman). This additional governmental assistance up to Rs. 2 lakh per ha has been arrived at based on the unit cost of polythene Rs. 8 lakh/hectare. Further, this amount up to Rs. 2 lakh would be shared between centre and state as per funding pattern under CSS component of PMMSY.
    C. Technology infusion and adaption

    3 Establishment of small RAS (with 1 tank of 100m3 capacity/Biofloc (7 tanks of 4m dia and 1.5 high) culture system Project Cost Rs. 7.50 lakh/Hectare (Subsidy will be limited to 40% of the project cost for General Category of beneficiaries (Ratio 16% SS, 24% CS and 60% BS) and 60% of the project cost for Weaker sections/SC/ST/Women and their co-operatives of beneficiaries (Ratio 24% SS, 36% CS, 40% BS)).

    Genetic improvement programmes and Nucleus Breeding Centers (NBCs) The unit cost and Central Governmental financial assistance will be decided by the CAC for each project on a case-to-case basis.

    Innovations and Innovative projects/activities, Technology demonstration including startups, incubators and pilot projects. The unit cost will be limited as follows:

    Innovative projects-up to Rs. 1 crores.

    Incubation Centres- up to Rs. 3 crores.

    Technology Demonstration project- up to Rs. 2 crores. Start-ups up to Rs. 50 lakhs.

    Pilot projects- up to Rs. 2 crores.

    Any other projects as recommended by CAC.

    J. Training, Awareness, Exposure and capacity Building
    Item Description
    Training, Awareness, Exposure and capacity Building All states have to conduct a One-day state level Awareness cum Training Programme on PMMSY for the stake holders with at least 500 participants and for which central assistance of Rs. 5 lakh will be provided. Additional fund if required will be met by the State.
    K. Development of ornamental and recreational fisheries
